Angela Merkel may not be smiling to welcome Francois Hollande Tuesday night. The Christian Democrats (CDU) of German Chancellor Sunday suffered a stinging defeat in a regional election in North Rhine-Westphalia, the most populous state in Germany.

According to partial results yet, the federal opposition Social Democrats (SPD) won the election with 38% of the vote. Environmentalists have raised 12% of the vote, the SPD-Green coalition outgoing should continue to govern this state.

For its part the CDU has collected approximately 25.5% of the votes, or about 9 points lower than in 2010, her worst score ever recorded in this region. This defeat adds to a long series for black liberal-conservative coalition in power in Berlin since 2009, it failed to surpass the 5% in six regional elections, and lost its historical stronghold of Baden-Wuerttemberg.

Merkel remains popular in polls

Although the North Rhine-Westphalia is a historical bastion of the left, this result sounds like a warning to the Chancellor, to 16 months of the legislation. A week after voters in France and Greece have shown that they wanted more austerity, the Germans of this region of western countries have chosen the SPD, very critical of the policy austerity practiced by the Chancellor. "This defeat is bitter, clear and it really hurts," admitted the local leader of the CDU, also Environment Minister Merkel, Norbert Röttgen. He at the same time tried to protect the Chancellor, ensuring that it was "above all (his) defeat" and resigning from the regional party.

If his party string of electoral defeats, Angela Merkel seems to always enjoy great personal popularity. National polls show that the Germans know it will promote fiscal austerity to cure ailing eurozone. Besides, in North Rhine-Westphalia, the Free Democrats, staunch supporters of austerity, collected 8.5% of the vote, nearly triple the 3% they receive from national surveys. However the formation of extreme left Die Linke – model Jean-Luc Melenchon – has not passed the 5% threshold of votes necessary for MPs.

They are praying. The gariguettes, Ciflorette, Clécy or mara des bois gradually come to market with nearly two weeks late. "The production schedule is shifted by two weeks compared to last year because of the cold spell of February, indicates the Agreste, the statistics department of the Ministry of Agriculture, in his final memo on the economy. In May, domestic production is expected to significantly ramp up and reach a peak around May 15. "

France, where people eat an average of 2 kg per year per person, has become a structural deficit in strawberries and even became the first importer. French production should be nearly equivalent to that of last year (1%), with 51,000 tonnes of strawberries this year. She points and sixth in Europe, behind Spain, leading with nearly 300,000 tons mainly in the province of Huelva, and Poland (about 200,000 tons), which mainly produces strawberries for the processing industry.

The "Drosophila susukki" threat

Germany, which allows the employment of seasonal workers from eastern Europe, the hourly cost almost twice lower than in the Hexagon, is third with 157,000 tons. In total, we produce on the Old Continent 1.1 million tonnes of strawberries, or nearly 30% of world production.

Pricewise, as frost damage to vegetation have not been fully assessed and are being expertise, it creates tension on line pay day loans. "Early in the season 2012, the index of producer prices is greater than 7% five-year average," notes the Agreste. By comparison, last year, the average price of the high season between March and June, stood at 5.01 euros per kilo. A price significantly less competitive than the call price charged by major retailers this weekend (two-thirds of the distribution of strawberries) to 1.80 per kilo. But it was strawberries come from the Iberian Peninsula.

In France, according to initial estimates, the surfaces of strawberries should be stable for the 2012 campaign compared to last season. Strawberries produced in the open air should fall by 30% in contrast to the greenhouses which represent two thirds of production. This mode of production should continue to grow (+30%) related to the increase in aboveground surfaces (36%) and burial (25%).

However, in terms of health, some concerns loom over the threat of Drosophila susukki, a small fly that could cause serious damage. "It is not yet reached us, but vigilance is extreme," says Benedict Lopez, the producer Hautière, La Chapelle-sur-Erdre near Nantes.

Finally, the new stadium in Lille will be delivered on time. "We'll play mid-August our first game of the season at home," says Michel Seydoux, chairman of the LOSC which evolves in Ligue 1. But behind the scenes, the standoff is not over. Reportedly, Eiffage who built this house demands a hundred million to his client, the urban community of Lille. Concerned, administrative delays that forced the construction group to leverage teams to meet deadlines.

With the organization of Euro 2016, France has decided to rejuvenate its fleet of stages. Four out of the ground and go four or five others will be renovated. Operations treacherous. Especially for construction groups that often lead these operations as a PPP (public private partnership-). Clearly, they build these speakers with their own funds and bank loans and are remunerated by the operator of more than thirty years. Vinci will manage this formula with the new stadiums in Nice and Bordeaux, Lille and Eiffage that of Bouygues Stade Velodrome, Marseille being renovated.

The obstacle course begins with countless appeals to justice. They can block the project because if they are serious, banks may freeze their loan. A random number taken seriously in view of the foregoing. At Valenciennes, the new stadium was delivered in July 2011 with a year late. The work was interrupted several months due to legal proceedings.

In Bordeaux, the partnership agreement itself, which is contested before the Administrative Court. "The process is ongoing but does not prevent us from pursuing studies prior to construction should begin in a few months," said Fadi Selwan, development director of Vinci Concessions. The Group therefore maintains delivery in 2015.

Disappointment at Le Mans for Vinci

In Nice, there is an appeal against the building permit. But banks have tried without real danger. They finance the construction site so that advances at a good pace. And the stadium should be finished, as agreed in the summer of 2013. Same optimism to meet deadlines in Marseille while the renovation takes place in the Velodrome stadium where an OM continues to play its games. "The major work is completed and a forum of four is remade," Bruno slips Botella, Bouygues support to manage this grant. Result, the Velodrome, in its new configuration, scheduled to open in June 2014.

Once completed, the hard part begins for construction groups responsible for operating these speakers. For this brand new business may be of surprise, as was discovered by Vinci, dealer of Le Mans stadium, inaugurated in January 2011. This enclosure was configured to seat 25,000 for a club in Ligue 1, or the home team is behind the bottom of the standings in League 2. "We have significantly reduced the rent charged for the Le Mans FC matches and the club did not make the 6 million to the concessionaire as planned," says one at Vinci.

The risks are smaller for stadiums built in large cities. But several questions remain. For example, to maximize their operations, construction groups expect all of revenue related to the organization of concerts and shows in addition to games of the resident club. The stage is betting on Lille from 20 to 25 such events. The Velodrome in six. Remains to be demonstrated that there is enough events could fill a stadium area.

Finally, all expect finding a group willing to pay five million a year minimum to give his name to the stadium. But for now, nobody has found a generous patron.

The campaign for the presidential election held the role of a damper on sales of national newspapers in March, registering a 0.5% decline, according to data released Thursday by the OJD on the basis of returns filed by publishers with the supervisory body of the press. A title, however, now in France, the national edition of Le Parisien, is distinguished by showing an increase of 10.3%.

Le Figaro rose 0.7%

"The whole quarter was bearer, with an average increase in sales of 10.5%, says Jean Hornain, CEO of Le Parisien-Aujourd'hui en France (Amaury Group). The political course supported us, but other factors have played in our favor. Unlike most of our competitors in the regional daily press, we have maintained our selling price to 90 cents during the week, making our way one of the most competitive in the retail outlets. We are also less affected by the free press, which makes the very difficult market in Ile-de-France. "Today in Francea also benefited from the judgment of the paper edition of France Soir, last December. Two other daily progress. One year after the launch of a new formula "bimédia" of the cross paid the sales rose 5.7% in March and 1.6% in the first quarter. Over the period, the daily Christian Bayard said to have multiplied by eight the number of subscribers to his website-croix.com, whose traffic has won at the same time 19%.

For its part, Le Figaro, which remains the largest national newspaper with paid circulation of 342,731 on average, increased by 0.7%. Over the quarter, Le Figaro is stable at 0.2%. All other securities are falling. In March, The World down 4.9%, to 288,881 copies, and the sports daily L'Team (Amaury) of 4.3%, to 258,476. Release is stable, slightly down by 0.5%, to 122,444 copies, despite sales at (kiosks and newsagents) at high levels for the daily run by Nicolas Demorand. Echoes lose, for their part, 3.1%, to 121,889 copies.

Rise of digital

"At first glance, on sales in Paris, the impact of the campaign was less than in 2007, says an editor. However, it must wait to see the performance of securities regions for an initial assessment, but we did have an effect on sales numbers. "

Along with paper sales, electronic editions of national newspapers continue to grow at a healthy pace. Le Figaro including more than doubled sales of its digital versions by crossing the course of 6000 readable copies smartphones and tablets. This share digital broadcast reached, according to OJD, 5.6% for Libération, Les Echos, 6.9% and 8.3% for Le Monde.

Regional producers of France chasing European labels. On 20 March the European Commission awarded the Protected Geographical Indication (PGI) in sea salt. "This is great news that we have awaited for a long time," says Gregory Pitard, president of the Association for the promotion of artisanal salt (Aprosela). To date, 191 French products – and some 375 wines – benefit from a PDO (Protected Designation of Origin) or PGI, a total of 1092 products. And forty cases are still awaiting a decision from Brussels, whose Livarot, mussels from Bouchut, Camembert de Normandie, chestnuts from Ardèche, rillettes of Tours or the Montbéliard sausage. "Producers voluntarily impose new constraints in their manufacturing process to protect their knowledge against usurpation and imitation," says the National Institute of Origin and Quality (INAO).

European labels have not only a protective role. "Over time, the IGP is a business advantage," said the president of the Aprosela. In fact, 42.3% of French people think that promoting products "Made in France" should be a priority in the presidential campaign, according to a study site Testntrust. "The geographic origin of a product is an important choice for consumers, although it is difficult to measure its impact," says Jean-Louis Benassi, director of the inter Unicid ciders. A view shared by Alexis Martinod Savoîcime director, representing the Tomme de Savoie. "Achieving the required level of quality has a cost that justifies the eyes of our customers, a sales price sometimes better than others," said he. For the INAO, "buying a local product is often a militant act because, in the spirit of the French, it provides a livelihood for local channels, or even a region where the context is sometimes difficult, as the Lozere or the Ardeche. "

Europe also protects Chinese garlic …

With these labels, producers sometimes enjoy support from the regions or departments to complete their development projects. Chain of Tomme de Savoie, for example, spends an annual budget of 25,000 euros to research. Regional producers can expand their markets. "Our products are particularly relevant to retailers," says Franck Pernot du Breuil, president of the inter Fraise du Périgord. In recent years, retailers have expanded their range by playing the card of the soil. Like with its Carrefour brand Reflets de France, or E. Leclerc Our Regions of Talent.

"Retailers often do not put forward our signature Fraise du Périgord because they want to promote their own brands," says Franck however Pernot du Breuil. "As a result, consumers may not know these labels and the qualitative approach they impose on our business." The boost from the European Union can also lead to unexpected setbacks. Last October, Brussels has angered producers of French, Italian and Spanish by registering as a PGI Chinese garlic Jinxiang Da Suan, facilitating the coup its import and marketing in Europe. Meanwhile, in France, smoked garlic Arleux still waiting for the distinction.

Quality labels and home: how to find

In France, nearly one in two farmers engaged in an official sign identifying the quality and origin. In 2010, these signs represented a turnover of 19 billion euros in the first market, according to INAO, which recalls the specifics of these signs guaranteed and recognized by the State: …… ..

• The designation of origin (AOC) means a product including all stages of manufacturing (production, processing and preparation) are made according to know-how in the same geographical area. For example, the St. Nectarios can not be manufactured in only part of the Auvergne from milk from the area.

• The designation of origin (PDO) is the European equivalent of the AOC. The name of a product is protected throughout the EU. Products that have earned this distinction, there is Chablis, Roquefort, Brie de Meaux, olive oil from Corsica or Bresse chicken.

• The Protected Geographical Indication (PGI) is a product whose characteristics are related to the geographic location at which occurs at least its production or processing according to well defined conditions. The ravioli of Dauphine, the Camargue rice and Bayonne ham are among the 107 products that have obtained the PGI in France.

• The traditional specialty guaranteed (TSG) is a European label that protects a traditional recipe. To date, no French product holds this sign, which was however awarded Serrano ham or Gueuze beer. The farmed mussels and Emmental filed an application with the European Commission in 2006 and 2011.

• The Red Label is a sign that French refers to products with higher quality compared to other similar products, thanks to their conditions of production or manufacture. This is awarded to agricultural and food products such as smoked salmon, chicken, cheese or sausage.

• Organic farming (AB) production method ensures environmentally and animal welfare. The rules regulating the organic production method are the same throughout Europe, and imported products are subject to the same requirements.

The owner of Jack Daniel's is in better shape than ever. Not only are sales of Tennessee whiskey, the fifth alcohol brand in the world after Smirnoff, Johnnie Walker, Bacardi and Absolut, are distributed in the U.S., but exports and accelerate the sales of other brands of Brown-Forman, whose Finlandia premium vodka and tequila El Jimador, is still growing as fast.

In total, the U.S. group Brown-Forman is getting ready to buckle on April 30 its 2011-2012 fiscal year with sales up 4% on a comparable basis compared to last year, when they reached 3.4 billion dollars. Operating profit is expected to jump by 8% (855 million last year). "In this sector, where the top ten players realize only 25% of the world, the race for size is not necessarily the best strategy, says Le Figaro Paul Varga, his boss. With margins generated by the sale of spirits, medium-sized groups can succeed. "Listed on Wall Street, the group founded in 1870, whose heirs hold 175 two-thirds of the voting rights, is somehow anti -Pernod Ricard. The French, whose objective is to steal the place of Diageo spirits market, multiplies decade mega-acquisitions: Seagram, Allied Domecq, Absolut. He expects to have reduced its debt to pursue the quest for external growth.

A group without debts

The U.S., he does not caress such dreams of grandeur, seeming satisfied with his seventh place in the world rankings, just ahead of the Italian Campari. Its leaders and family shareholders are vigilant, however. They not only take care not to fall prey, but they remain on the lookout for acquisition opportunities all medium.

This is the group's strategy since Prohibition. From 1920 to 1933, Brown-Forman was one of four U.S. companies authorized to produce alcohol for medical use. He took the opportunity to redeem distilleries … Virtually no debt, it now has a debt capacity estimated at 4 billion. "We will add more vodka brands to expand our portfolio, especially in entry and mid-range," said Paul Varga. The skipper, who wishes to expand in Central and Eastern Europe in this segment precludes a "no comment" to questions about his possible interest in Sobieski vodka for sale by the Franco-Polish Belvedere ( Marie Brizard, William Peel cash advance loan…).

France, emerging country

Brown-Forman, confident in the potential of the worldwide whiskey category, is also interested in acquisitions of brands of scotch whiskey and irish, based on barley, while Kentucky bourbons and Tennessee whiskeys are composed of 51% corn.

He finally target acquisitions enabling it to accelerate the internationalization of its flagship brand Jack Daniel's. Redemptions of Finlandia (2000) and El Jimador (2007) enabled him to acquire distributors in Central and South America. The group now has distribution subsidiaries in ten countries. What less dependent on its partnerships with competitors where it does not have the critical size. In most cases, as in France, he confided to the marketing of its Bacardi bottles. Then he realized in 2001 over three quarters of its sales in the U.S., this market last year represented only 45% of its turnover.

Outside the U.S., Brown-Forman does not fight on the same land as Diageo and Pernod Ricard. "Our emerging markets are different from those of our European competitors, says Mark McCallum, commercial director of the group. We continue to build on the country they regard as mature, with the aim to gain market share in France, Germany, Russia and Ukraine. "However, China and Brazil, the group sets objectives in the medium and long term. "To impose on the Chinese market today is expensive. And the risk of counterfeiting is high. As Diageo and Pernod Ricard are not fighting, we prefer to go elsewhere, "said Paul Varga, who nevertheless seeks to buy a brand of Baiju, the more alcohol sold in the country

The plight of Greece will not last more than two additional years. This is at least the promise of the Greek prime minister, Lucas Papademos. "I am convinced that we made more than half way to economic recovery, even if the fiscal consolidation process will take longer. Of positive growth rates should be achieved by less than two years, "suggests he in an interview with Financial Times.

This statement comes as Greece is to receive on Monday from the European Union an additional EUR 5.9 billion. This is the first installment of the second aid package of 130 billion euros granted to Greece in early March. This loan comes new monumental adjustment efforts on the part of Greece, such as lowering the minimum wage by 20% as the country had adopted earlier this year to convince its European partners to help new .

Mea culpa European

For its part, the President of the Eurogroup Jean-Claude Juncker, made his mea culpa in the Greek press. "I think we did not sufficiently focused on the dimension of growth to the general problem of Greece. We especially emphasized the consolidation of public finances without giving alternative or leave the choice to Greece, the official said center-right daily Kathimerini. We have been hard towards fiscal consolidation, but very low in relation to the other important parameter, that of growth. "

Same story on the side of specialists missioned to Athens to recover the Greek state cheap credit report. "Greece has achieved something unique by testing the limits of what could accept and support people, said this weekend the head of the technical mission of the European Commission, Germany's Handelsblatt Horst Reichenbach. We will not forget. "These statements by European officials" let dawn a change of tone, "Analysis Jesus Castillo, an economist at Natixis:" Even if the strategy is led by the North, led by Germany, one can rejoice that growth is better taken into account to support structural measures very hard ".

Five years of recession

Greece entered its fifth consecutive year of recession. The International Monetary Fund (IMF) has revised downwards its growth forecast last week. He believes the country should emerge from recession in 2013, but he is expected to grow anywhere that year. Meanwhile, business is expected to decline by 4.8% in 2012 (after -6.9% in 2011) and the Greek State should continue its efforts to reform itself. According to the latest European Commission report on Greece, published last Friday, Athens has not made sufficient efforts to combat tax evasion and privatize public enterprises.

The Stock Exchange? Biotechs believe more than ever. The Lyon Adocia, revisiting existing drugs in order to increase efficiency, was introduced Feb. 20 on the stock market. It was followed by specialists in medical imaging, Eos Imaging, which lifted the passage 38 million, and Intrasense. DBV, focused on food allergies, will jump on March 29.

The biotechnology sector health (drugs created from living organisms) and medtechs (innovative medical devices) is still dreaming investors despite stock route more or less convincing. Carmat has not implemented its first artificial human heart but it is worth 490 million euros, up over 400% from its initial listing in 2010. Genfit, which is developing a diabetes drug can be marketed in 2019, took over 57% since January 1.

Less than 25 biotech companies listed in Paris

Less than 25 biotech and medtechs are listed in Paris. It's a bit more than in the creation of the Next Biotech Index in 2008. But their market capitalization weighs only 2.2 billion euros, far from the 4.7 billion euros at the time. The French biotechnology remains microscopic facing a global industry that weighs nearly 270 billion and the stock market rose nearly 15% in one year. A universe dominated by real heavyweights. Amgen, the American champion, worth 54 billion, Genzyme was acquired last year by Sanofi for $ 20 billion.

"France has completely missed the turn biotech thirty years ago. She gradually recovers from five to eight years, "says a pharmaceutical boss. No large company has, for now, emerged from French soil. But "the Hexagon biotech together weigh as heavy as the largest laboratories," said Andre Choulika, President of France Biotech. Nearly 280 biotech and medtechs use from 5000 to 6000 employees in the Hexagon. They develop over 270 products, primarily for human health, divided almost equally between drugs, diagnostic products and innovative medical devices.

But how many medicines will emerge? Fifteen products are already from the French biotech today, says France Biotech. The mucoadhesive buccal tablet Loramyc BioAlliance is. Cationorm for the symptoms of dry eye is another example. It is produced by Novagali, a biotech acquired in September 2011 by the Japanese Santen. But the vast majority of these companies still sells no products. The total turnover of some 20 listed biotech and active in health averaged just 112 million euros in 2010. The prize goes to BioAlliance, with 22.5 million sales. Yet medtechs fared rather better than biotech. Gestation of innovative medical equipment is often shorter and less random than drugs.

The European carbon tax causes coughing sector of the European air. Corroborating sources, and six Airbus airlines are head wind against the tax for the European fight against the emission of carbon dioxide, which is theoretically in force since 1 January 2012. This tax, imposed on all companies operating in the EU whatever their nationalities, for a total of nearly 4300 companies, and would cost 705 million euros for 2012 those involved in the air around the world.

The aircraft manufacturer Airbus and the airlines British Airways, Virgin Atlantic, Lufthansa, Air France, Iberia and Air Berlin have thus associated to "alert" on "economic consequences" of this tax, in letters to the heads of the French government, German, British and Spanish. French equipment Safran and German MTU would also be associated with this outcry.

These groups believe that the application of the tax threatens "inadmissible" for the sector as it could revive a trade war with China, but also with the United States and Russia, the Financial Times. The protagonists also challenge "the unilateral nature of this measure and require" the establishment of a general discussion with all stakeholders within the ICAO, "the Organization of International Civil Aviation, told a familiar with the matter told AFP.

In fact, China has threatened trade retaliation at the expense of Airbus, said Thursday the group EADS, parent of Airbus. Beijing could well cancel orders for 45 Airbus (10 A380 superjumbo and 35 long-haul A330) amounting to several billion dollars. The freeze order would represent a potential shortfall of $ 12 billion for Airbus, according to the catalog prices. More than 2000 jobs would be directly threatened by the Financial Times. But so far, the EU refuses to yield, saying Friday that it stands ready to respond to any discriminatory provision in Beijing.

The Council of State suspended the execution of the decree of September 29 on the sale prices of natural gas, the institution announced on Monday. Gas prices are definitely a real headache for the government. Enact increases in the order of 4 or 5% per quarter is difficult to six months of a presidential election, particularly in times of crisis. So the government there decided by a ministerial decree of 29 September, to freeze the rates for individuals instant credit report. This price stability followed that decided on July 1.

"The Minister of Energy is preparing a new tariff order to be consistent with the decision of the State Council," responded late Monday afternoon, the firm Eric Besson said in a statement. For their part, competitors (Poweo, Direct Energy, Altergaz, Gaz de Paris) grouped in the association had also applied to the anode highest administrative court, in proceedings for interim relief.
