From our correspondent in Brussels

Between doves and hawks her, Euroland barely keep a cool head on Greece. In a sentence, the European Commissioner Karel De Gucht has upset all the Friday speech intended to persuade Greek voters to make sacrifices if he wants to keep the euro.

"The ECB and the European Commission (…) study of emergency scenarios if Greece does not recover," dropped Karel De Gucht Belgian daily De Standaard. It was enough that a news agency transforms the event into "emergency plan" to exit the euro as markets become inflamed Friday.

Brussels later denied, against all probability, the very existence of the crisis scenario, whereas it is the role of staffs to anticipate. The ECB itself does not exclude it. Known for his outspokenness, Commissioner De Gucht is not the first to trip in the contradiction of speech.

The weekend is its chief Jose Manuel Barroso, who set fire to the powder by saying that "better" than Greece leaves the euro if it refuses to play the game President Committee had to make amends, just before reaching Washington, ensuring that Athens "is part of the family." Monday, it was the turn of Maria Fekter, Austrian Minister of Finance, a slap on the wrist because she wanted to leave Greece to the euro and the EU, even then readmit him.

To impress the Greeks, the European discourse can not ignore the scenario of rupture. The problem is that whenever the "bogeymen" open their mouths, they also wake up the specter of a breakup of the euro markets.

Profitable strategy

In Greece, the radical left Syriza, credited with 20% of votes in the polls, seen in the parliamentary elections of 17 June a referendum for or against the austerity, the euro should remain in the table. Europe, tired of paying to no avail, distills a message more complicated: June 17 it will be a referendum for or against the common currency, knowing that the rejection of the euro would lead to bankruptcy even more expensive for the Greeks.

The approach – now responsible Greek, European solidarity later – was agreed in Athens with the two traditional parties, the conservative New Democracy and PASOK socialist, says one in Brussels.

Without interfering officially, Europe wants to make clear to the Greeks that they can not pull the cake and eat it too. In return, Europeans are showing their commitment and offer a promise of better times. These days, were so bent on the exercise for Jean-Claude Juncker of Eurogroup, Mario Draghi for the ECB and Francois Hollande and Angela Merkel in Berlin: "Greece must remain in the euro."

Despite these boondoggles, the strategy can pay off. The conservative New Democracy (ND) replicate the advantage over their rivals Syriza recent days, according to surveys, in Athens opening the prospect of a majority in favor of austerity. Karel De Gucht said himself: the endgame has begun and the question "is whether everyone can keep his cool" to the end.

Trichet's plan to save the euro

.

To avoid the breakup of the euro, the former ECB President Jean-Claude Trichet claims to have a plan: put the financially troubled countries under the tutelage of Brussels, if it is unable to implement policies budget approved by the EU. It would operate a federal mechanism "outstanding", when fiscal policy of a Member State slips to threaten monetary union.

"Federalism exception seems not only necessary to ensure a strong economic and monetary union, but it could also adapt to the true nature of Europe in the long run," said the former president of the ECB to Peterson Institute in Washington. The idea is not new. It was proposed by German finance minister, Wolfgang Schäuble, who wanted to entrust the finances of Greece to a "supercommissaire". Interference rejected by Athens as deemed "undemocratic".

"If I am elected, I do not gèlerai, but I stoop down the salary of the president and ministers of 30%." By November 2011, Francois Hollande had made the campaign promise very symbolic, while Nicolas Sarkozy marked the spirits in increase of 172% net salary (of 7,084 to 19,331 euros) on arrival at the Elysee. Presented at the first cabinet meeting on Thursday by the new prime minister, Jean-Marc Ayrault, the measure was formally adopted, confirmed by several cabinet members. Accordingly, the president and ministers will have their wages fall by 30%. "This is exemplary," explained Jean-Marc Ayrault Wednesday on France 2. This measure will be a decree. But this law, which will not be adopted before June and the election of the National Assembly, "will be retroactive," said the spokesman of the government, Najat Belkacem-Vallaud. It is therefore effective "as of May 15" date of the nomination of Francis Holland as president.

The gross monthly salary of Ministers will therefore decrease of 14,200 euros per month, to 9,940 euros. That of the Prime Minister will also be trimmed from 21,300 euros to 14,910 euros gross. Like, finally, the compensation of the President of the Republic which is equivalent to the Prime Minister. With a plane that has a surprising consequence. Ex-Ministers continue to earn more than their successors for another six months. Indeed, each team member Francois Fillon retain his salary during this period. A privilege granted to all former ministers, who lose their theory, however, other benefits.

In the camp of the UMP, the reactions to this first measure of government have not kept waiting. Jean-Francois Cope, the party's general secretary, described the pay cut of "deception" on Twitter.

I denounce the imposture, the clannishness and demagoguery are the appointment of the first steps of @ fhollande ump.org / news / esp

. – Jean-Francois Cope (@ jf_cope) May 17, 2012

It explains, in a statement, the government has Ayrault "14 members of more" than the first Fillon government. "We go from 15 ministers, four secretaries of state and a High Commissioner to 34 ministers and deputy ministers, an increase of 65%. Wage cuts of 30% can not hide this fact: the government of Francois Hollande will be far more costly to the taxpayer. "

Largest decline in Europe

If they come later than in other European countries, this decline in compensation of government is by far the strongest. One of the first to take this measure, as he tried to impose on his country a vast austerity plan, was the Irish Prime Minister Brian Cowen. From 2009, he had reduced his salary and that of his ministers by 15%. In the process, in May 2010, Spain followed the movement by announcing a 15% reduction of salaries of its ministers. In the UK, the British prime minister, David Cameron, newly installed in power, his ministers imposed a 5% decrease in their pay. A dry diet made subsequently by Italy and Portugal, among others.

In Europe a constraint to fiscal Germany still appears a prosperous island. While the German economy grew by 2% annual rate in the first quarter, Angela Merkel and her ministers were granted for the first time in twelve years an increase of wages. The Cabinet decided on Wednesday to a 5.7% increase in three stages by August 2013, bringing the salary of Angela Merkel to about 17,016 euros gross per month and those of his ministers to about 13,795 euros.

The Crazy Horse dancers déhabilleront did not tonight. According to RTL, the famous cabaret troupe voted to strike Monday almost unanimously, in the hope of getting a raise. The management has so far "refused or rejected" any negotiation, the performances Tuesday night and tonight were canceled.

The dancers however, were present Tuesday at the Crazy Horse, near the Champs Elysees, to explain their movement. One of them, Suzanne, told RTL micro "be paid at a rate more than deplorable," which does not take into account the constraints imposed by the cabaret. "We are asked to work 24 days a month. The Crazy Horse is not any cabaret. This is an exceptional place where the show is completely naked payday loans for bad credit. These features are not included in our earnings. "

The Crazy Horse dancers indeed work six days a week and take the stage twice a night, not counting repetitions. A meeting is planned with unions in the day. If social conflicts are rare in this area, Lido dancers had also expressed wage demands in 2003. They complained, according to Liberation, paid less than men and work in difficult conditions.

In a recent documentary, "Crazy Horse", the American filmmaker Frederick Wiseman revealed behind the scenes, sometimes less glamorous, the famous Parisian cabaret. Here's an excerpt:

Angela Merkel may not be smiling to welcome Francois Hollande Tuesday night. The Christian Democrats (CDU) of German Chancellor Sunday suffered a stinging defeat in a regional election in North Rhine-Westphalia, the most populous state in Germany.

According to partial results yet, the federal opposition Social Democrats (SPD) won the election with 38% of the vote. Environmentalists have raised 12% of the vote, the SPD-Green coalition outgoing should continue to govern this state.

For its part the CDU has collected approximately 25.5% of the votes, or about 9 points lower than in 2010, her worst score ever recorded in this region. This defeat adds to a long series for black liberal-conservative coalition in power in Berlin since 2009, it failed to surpass the 5% in six regional elections, and lost its historical stronghold of Baden-Wuerttemberg.

Merkel remains popular in polls

Although the North Rhine-Westphalia is a historical bastion of the left, this result sounds like a warning to the Chancellor, to 16 months of the legislation. A week after voters in France and Greece have shown that they wanted more austerity, the Germans of this region of western countries have chosen the SPD, very critical of the policy austerity practiced by the Chancellor. "This defeat is bitter, clear and it really hurts," admitted the local leader of the CDU, also Environment Minister Merkel, Norbert Röttgen. He at the same time tried to protect the Chancellor, ensuring that it was "above all (his) defeat" and resigning from the regional party.

If his party string of electoral defeats, Angela Merkel seems to always enjoy great personal popularity. National polls show that the Germans know it will promote fiscal austerity to cure ailing eurozone. Besides, in North Rhine-Westphalia, the Free Democrats, staunch supporters of austerity, collected 8.5% of the vote, nearly triple the 3% they receive from national surveys. However the formation of extreme left Die Linke – model Jean-Luc Melenchon – has not passed the 5% threshold of votes necessary for MPs.

Angela Merkel likes the cons-feet. After the victory of Francois Hollande in the presidential election on 6 May, the German Chancellor had said it would host "open arms" the president-elect. Thursday, it proved inflexible in the Bundestag, rejecting any policy of increasing public spending, policy advocated by the Socialists.

And this Saturday, one that supported Nicolas Sarkozy during the presidential campaign, tried to calm things down, three days before his meeting with Francois Hollande, in Berlin. When asked, by withholding his weekly video podcast, a "possible steady partnership with the new French president," Merkel said, "Yes, that's what I think, because we know since the founding of the Republic Germany a good Franco-German relationship is just very important for both countries. "

Angela Merkel isolated within the EU

By his attitude changes, the Chancellor irritate Francois Hollande. Before his colleagues, the president-elect would not hesitate to declare that "this is not a good method" to be so inflexible. In Berlin, the president apparently intends to say to Angela Merkel, "politely but firmly," according to a close this week quoted by Agence France-Presse savings account payday advance.

For now, the latest forecasts from the European Commission for the French economy, published Friday, give reason to Angela Merkel and fall ill for Francois Hollande. According to Brussels, France's public deficit should reach 4.2% against 3% anticipated by the new president. Growth of gross domestic product to 1.3% in 2013, far from 1.7% target by Francois Hollande. For its part, the German economy should continue its momentum. The five major economic research institutes across the Rhine anticipate a 2% increase in 2013 GDP growth of Germany.

But sixteen months of laws, the government of Angela Merkel is in trouble. Having already lost power in Schleswig-Holstein, the Chancellor will test again on Sunday in one of North Rhine-Westphalia, the most populous regional state of Germany and bastion of the left. Especially, that which formed a duo with austerity in favor of Nicolas Sarkozy, now seems isolated within the EU since the latter has lost the presidential election. And while many European capitals have welcomed the growth pact advocated by Holland.

They are praying. The gariguettes, Ciflorette, Clécy or mara des bois gradually come to market with nearly two weeks late. "The production schedule is shifted by two weeks compared to last year because of the cold spell of February, indicates the Agreste, the statistics department of the Ministry of Agriculture, in his final memo on the economy. In May, domestic production is expected to significantly ramp up and reach a peak around May 15. "

France, where people eat an average of 2 kg per year per person, has become a structural deficit in strawberries and even became the first importer. French production should be nearly equivalent to that of last year (1%), with 51,000 tonnes of strawberries this year. She points and sixth in Europe, behind Spain, leading with nearly 300,000 tons mainly in the province of Huelva, and Poland (about 200,000 tons), which mainly produces strawberries for the processing industry.

The "Drosophila susukki" threat

Germany, which allows the employment of seasonal workers from eastern Europe, the hourly cost almost twice lower than in the Hexagon, is third with 157,000 tons. In total, we produce on the Old Continent 1.1 million tonnes of strawberries, or nearly 30% of world production.

Pricewise, as frost damage to vegetation have not been fully assessed and are being expertise, it creates tension on line pay day loans. "Early in the season 2012, the index of producer prices is greater than 7% five-year average," notes the Agreste. By comparison, last year, the average price of the high season between March and June, stood at 5.01 euros per kilo. A price significantly less competitive than the call price charged by major retailers this weekend (two-thirds of the distribution of strawberries) to 1.80 per kilo. But it was strawberries come from the Iberian Peninsula.

In France, according to initial estimates, the surfaces of strawberries should be stable for the 2012 campaign compared to last season. Strawberries produced in the open air should fall by 30% in contrast to the greenhouses which represent two thirds of production. This mode of production should continue to grow (+30%) related to the increase in aboveground surfaces (36%) and burial (25%).

However, in terms of health, some concerns loom over the threat of Drosophila susukki, a small fly that could cause serious damage. "It is not yet reached us, but vigilance is extreme," says Benedict Lopez, the producer Hautière, La Chapelle-sur-Erdre near Nantes.

Angela Merkel will host the new president of the French Republic "with open arms," but firmly defend its rigorous design of economic policy in Europe.

The Chancellor reiterated on Monday that it intends to oppose the limits to the will of Francois Hollande to enrich the fiscal pact of measures to support growth. "The Growth Pact is not negotiable. [...] It is not possible to renegotiate everything after each election ", otherwise" Europe no longer works, "said Merkel at a news conference. "Greece could also ask to renegotiate" the austerity plan that it implements in exchange for international aid, for example, she warned. The spokesman for Angela Merkel, Steffen Seibert, also reiterated on Monday that 25 out of 27 countries had adopted the pact in the snatch a few months ago, and it was therefore "impossible" to renegotiate. Greece, Portugal and Slovenia have already ratified.

Angela Merkel, provided, opened the door to the adoption of a new Growth Pact for the euro area, which would add to fiscal pact. But it has clearly defined the limits between what is acceptable and what is not. "Germany is not a growth deficit, but growth through structural reforms", said Steffen Seibert on Monday. In line with about Mario Draghi, the chairman of the European Central Bank (ECB), German Chancellor intends to primarily boost growth in Europe through increased competitiveness, notably by reforming the labor market.

"Working well and intensively"

For his part, Francois Hollande called for a resumption of growth through capital investment in infrastructure, new energy and industry bad credit pay day loans. The Socialist would draw upon the European Investment Bank (EIB), he wants to strengthen, and remount the EU tax on financial transactions. The contrast with Chancellor Angela Merkel would be so much more frontal Francois Hollande wanted to introduce shared Eurobonds, or reform the statutes of the ECB. The two countries should compare their respective growth strategies in the coming weeks. Chancellor, who invited the new president on Sunday in Berlin, said she was ready to "work hard and intensively" with him. According to Pierre Moscovici, former campaign manager Francois Hollande, one visit may be scheduled "shortly after May 15."

The subject should also be an informal meeting announced by the President of the European Union, Herman van Rompuy, to the end. This meeting will aim to prepare the EU summit on June 28 and 29 devoted to growth and employment. Paragon of austerity in Europe, Germany is on this point more and more isolated. Several countries have called in recent weeks to further stimulate growth in Europe, without their strategies converge systematically. In addition to Greece, whose austerity policy has been sanctioned by the urns, Italy, Belgium and Ireland, in particular, were pleased on Monday to see growth back at the heart of the European agenda.

Coverage through the mutual company

Since 2009, the law allows employees to unemployment benefit for 9 months of maintaining its mutual after her dismissal. The former employer continues to bear its part: it can contribute to a cost lower than most comparable personal contracts. This is an interesting solution for the short term if this mutual offers individual coverage. However, if coverage is "family" imposed and that the recipient is single, a mutual personal can then be cheaper.

Mutual sharing

If the spouse or PACS itself has a mutual group, you can usually be associated with it, sometimes even for free during the period of unemployment and no medical formalities. If it is a personal health insurance underwritten by the underwriter, the attachment is also possible, but will then undergo a medical questionnaire (often oversimplified).

Namely: companies often offer a discount of up to 20% on the second contribution.

Keep or take out individual mutual

Unemployment does not affect the mutual: the insurer can not exclude the beneficiary. It is recommended to note the change of status, it's part to provide information. Some also provide mutual free contributions for the period of unemployment of their members, subject to seniority and within certain limits. For those arriving after the hold period of hedging business, better not to wait until the last moment to buy, because of waiting periods.

What guarantee should you subscribe?

If it is not necessary to provide very high coverage on dental and optical period of unemployment, we must not overlook the medical expenses and hospitalization. If the new employer imposes a mutual company, it will then suffice to terminate this mutual personal at any time.

Note: the new mutual company may provide a waiting period. Better to wait until the end (and that of the trial period) to cancel his personal health insurance.
