Chambers of commerce and industry want to work with the new president and new government on major economic issues: SMEs, industry, international business development, training and learning. "We are a driving force. We are not in the claim, "said Jacques Pfister, Senior Vice President of the Assembly of French Chambers of Commerce and Industry (ACFCI) and President of the Chamber of Commerce and Industry of Marseille Provence in presenting the 22 proposals of the network of chambers of commerce and industry.

Sign of this willingness to change and to affirm their desire to play leading roles in major economic debates, chambers of commerce and industry adopt a new logo, "CCI de France." "There are not many networks of entrepreneurs also involved in the economy of the territories and as close to the territories. We are a private Datar, "says Jacques Pfister, referring to the Directorate of Planning.

Chambers of commerce are active in many areas. "They are machines to do economic development, to train young people to manage infrastructure," says Pierre-Antoine Gailly, second vice-president of the ACFCI and President of the Chamber of Commerce and Industry of Paris. They train apprentices. They welcome students into their business schools. They manage airports or ports. They support SMEs internationally. They help entrepreneurs. They look after employment. "The Chamber of Commerce Marseille Provence 1000 supports RSA beneficiaries per year for four years," said Jacques Pfister personal loans for people with bad credit.

Simplification of yarrow territorial

Anxious to participate in the economic recovery, the Chambers of Commerce argue that France gets a real industrial ambition. They want to make 2013 the year of the industry. They offer a one-stop financing industrial area to help entrepreneurs to find funding.

The launch of a contingency plan to enable SMEs to enter new markets is asked to stop the decline in the number of exporting companies that are not more numerous in 2011 than in 1995. Large groups will be forced to work with "a share of SMEs and SMIs in the French part of their contracts together abroad."

Noting that France is over-managed and that the powers of territorial and state overlap, chambers of commerce and industry urge a simplification of territorial yarrow, strengthening the role of cities and best use of ports or airports. "It is possible to create a% of GDP higher if we reflect on the cities and provide 1% of GDP higher by focusing on the ports of Marseille and Le Havre," said Jacques Pfister.

Inspired by the French Socialists, the German Social Democrats just put a swing to the left. The SPD has decided to revive the wealth tax. Four German states, ruled by the great party of the Left, have announced their intention to submit before the summer in the Bundesrat, the upper house of Parliament, a bill for the reintroduction of a "Vermögensteuer" (ISF) modernized.

"The SPD has never hidden its emphasis on social justice. We can not simply cut down spending to meet the golden rule. That is why we are determined to pave the way for the reintroduction of the wealth tax, "said Carsten Kühl (SPD), Minister of Finance of Rhineland-Palatinate. Led by the SPD, Rhineland-Palatinate, North Rhine-Westphalia, Baden-Wuerttemberg and Hamburg will present, before the summer break, their text in the Bundesrat, which are represented the German regional states.

Their proposal includes a tax rate of 1% for individuals and businesses. This should apply to people whose heritage is over two million and save the middle class homeowners. Calculated by the SPD, this FSI could relate to the federal state between 8 and 10 billion euros per year. However the text is unlikely to be adopted in the Bundesrat, where Angela Merkel has lost its majority, but where the SPD does not have an absolute majority cheap business cards. And it would still be ratified by the Bundestag, the lower house of parliament, dominated by the center-right coalition of Chancellor.

Elections

Whatever. For the SPD it is to lay the groundwork for the legislative elections of 2013. The German Social Democrats had considered the proposal outrageous tax to 75% of the very rich made by Francois Hollande. The reluctance of the socialist candidate against the golden rule also raise the misunderstanding of the German left. But she sees the ISF a good opportunity to stand out from the Chancellor on matters of taxation.

Across the Rhine, the income tax is capped at 42% with a special 45% said "tax the rich", for those whose monthly income exceeds the 250,731 euros. The Constitutional Court in Karlsruhe ruled in 1995 that the income tax could not exceed 50%, whereas beyond this was a confiscatory measure contrary to the fundamental law. And the federal government, which has never carried out the modernization demanded by the Court in Karlsruhe, has stopped collecting the tax on capital in 1997.

The sports market takes shape. According to a PwC study, the activity related to events and sports clubs is 3.5 billion euros in France and the sector is estimated to grow 3.7% per year by 2015 (*).

Manufacturers, distributors, sports structures show increasing needs, including commercial. BTS MUC (management of business units) and DUT have flourished in this area and the area is muscle. The CESNI ESC Chambery launched its bachelor three years ago.

New programs

The NCPC will open his next term. In thirty years, this specialist trade training sport has developed some forty chains to bac + 2. "Our management bachelor of commerce sports meets an urgent demand from business managers in skilled, high scalability," says Gerard Pouet, general manager of CNPC.

To match the market requirements, schools can not do enough. At the School of Business Sports Management Amos, the third year of the bachelor is necessarily alternating and MBS (Master of business in sport) a six-month business. Sports Management School (SMS) has its first class bachelor's and MBA this year. "Our goal is to train our students in areas ranging from major retail clubs. The third and fifth years will pass half in business, "says Michael Tapiro, executive director of the school (EDC group). Best of all, every young person has a sponsor – elite athletes, club manager, a business manager in the sport … – which opens on the sector.

Distributors and manufacturers think global and act local. Last year, about 62 Decathlon stores open, 51 have been in Europe and beyond (China, Russia, India …). The courses are so heavily loaded with language, include seminars abroad, promote exchanges. The MSc in Sports and Outdoor Industry Management starting in September at EM Lyon will take place on its campuses in Shanghai and Europe.

The market will he integrate all the newcomers? "Supermarkets and manufacturers are fond of our bachelors and alternating with more than 75% are within six months of the school year," says Patrick Touati, director and founder of Amos. The bachelor's CNPC starts in Pau with 30 students.

The higher the educational level increases, the opportunities are reduced. The Idrac will open in September 5th year of a major "sports entertainment spectacle" and remains modest. Of the 25 students met in most, from 10 to 15 actually find an outlet in the world of sports, "other work in other areas but they will capitalize on the sporting image and the diploma," says the director of international program high school, Maxence Fontanel.

The Stock Exchange? Biotechs believe more than ever. The Lyon Adocia, revisiting existing drugs in order to increase efficiency, was introduced Feb. 20 on the stock market. It was followed by specialists in medical imaging, Eos Imaging, which lifted the passage 38 million, and Intrasense. DBV, focused on food allergies, will jump on March 29.

The biotechnology sector health (drugs created from living organisms) and medtechs (innovative medical devices) is still dreaming investors despite stock route more or less convincing. Carmat has not implemented its first artificial human heart but it is worth 490 million euros, up over 400% from its initial listing in 2010. Genfit, which is developing a diabetes drug can be marketed in 2019, took over 57% since January 1.

Less than 25 biotech companies listed in Paris

Less than 25 biotech and medtechs are listed in Paris. It's a bit more than in the creation of the Next Biotech Index in 2008. But their market capitalization weighs only 2.2 billion euros, far from the 4.7 billion euros at the time. The French biotechnology remains microscopic facing a global industry that weighs nearly 270 billion and the stock market rose nearly 15% in one year. A universe dominated by real heavyweights. Amgen, the American champion, worth 54 billion, Genzyme was acquired last year by Sanofi for $ 20 billion.

"France has completely missed the turn biotech thirty years ago. She gradually recovers from five to eight years, "says a pharmaceutical boss. No large company has, for now, emerged from French soil. But "the Hexagon biotech together weigh as heavy as the largest laboratories," said Andre Choulika, President of France Biotech. Nearly 280 biotech and medtechs use from 5000 to 6000 employees in the Hexagon. They develop over 270 products, primarily for human health, divided almost equally between drugs, diagnostic products and innovative medical devices.

But how many medicines will emerge? Fifteen products are already from the French biotech today, says France Biotech. The mucoadhesive buccal tablet Loramyc BioAlliance is. Cationorm for the symptoms of dry eye is another example. It is produced by Novagali, a biotech acquired in September 2011 by the Japanese Santen. But the vast majority of these companies still sells no products. The total turnover of some 20 listed biotech and active in health averaged just 112 million euros in 2010. The prize goes to BioAlliance, with 22.5 million sales. Yet medtechs fared rather better than biotech. Gestation of innovative medical equipment is often shorter and less random than drugs.

Although occupies an important place in the French economy, SMEs – firms employing fewer than 250 employees – are content to play second fiddle to export. They represent less than 18% of sales generated abroad by France, while firms with more than 1,000 employees generate 39% of its amount. And the number of exporting SMEs has been declining in recent years. It took until 2010 for companies embarking on exports (28,900) are more numerous for the first time in eight years than abandoning international markets (26,000). This weakness is particularly disturbing that the French trade deficit worsened to reach a record 69.6 billion euros in 2011.

A series of measures to encourage partnerships

"Entrepreneurial culture does not lead French SMEs to turn spontaneously to export, unlike Germany and Italy where entrepreneurs naturally think to foreign markets to grow their business," says Jean-François Roubaud, president of the CGPME, in a draft opinion "Winning the battle of SMEs with export" submitted today to the vote of the members of the Economic, social and environmental.

To give new impetus to French exports, Jean-Francois Roubaud offers a series of measures ranging from improved business support for encouraging partnerships between large companies and SMEs. It recommends that regions create a "single window for export involving all stakeholders who can help companies" or "Export House" by drawing on the example of Lille. SMEs also need to have information "relevant and immediately usable" to enable them to quickly understand what are the growth markets and declining and who are their competitors. Inspired by the Swedish, France could adopt a "true diagnostic tool" to identify firms capable of exporting.

Billing policy

Despite efforts in recent years, the president of the CGPME observed that coordination between the public can be improved. He believes that the financial institution Oséo public must become "the main contact for funding" by resuming activity insurance prospecting Coface. This insurance allows SMEs to finance their business development and to be compensated in case of failure. Ubifrance under the Ministry of Economy should clarify its public service mission and its activities in competition with chambers of commerce. This would save public money. Its billing policy is also to be revised. Latest proposal: to encourage the economic patriotism of large groups, governments are encouraged to vary the amount of aid awarded to international contracts won by the largest corporations based on the part of activities carried out by SMEs.

The State is not the only one to benefit from the largesse of the SNCF. Society of French railroad will indeed pay its railroad a "wage dividend" of up to 400 euros gross to net income for the year 2011, according to the CFDT. This premium, which amount is adjusted according to the time spent in the company in 2011, will be paid on the payroll of March. "The management announced this evening (Thursday) that it would pay to the CFDT from the results of 2011, a dividend of 400 euros gross wage for employees of the company," said the union. An amount that could be much greater than that paid last year because the railroad had received 76 euros. Thus, if the CFDT "welcomes" the payment of a dividend to employees, it "regrets the randomness of its payment" because the amount differs from year to year.

In fact, the group's results do not explain this surge fast cash. Group profit accuses indeed a decrease of 82% to 125 million in fiscal year 2011. A cons-performance however be explained by asset write-downs of 840 million euros, 700 million under its TGV. Last year, operating margin, favored by management indicator, soared 41.2%, to 3.02 billion euros. As for sales, it rose 7.2% to 32.6 billion euros.

But despite mixed annual results, the company unveiled at the end of 2011 the payment of a dividend "record" in the state, said the CFDT. The draft budget 2012 Railway Group provides for a payment of 230 million euros. An amount that should be reinvested in the renovation of the rail network, the government promises.

The Council of State suspended the execution of the decree of September 29 on the sale prices of natural gas, the institution announced on Monday. Gas prices are definitely a real headache for the government. Enact increases in the order of 4 or 5% per quarter is difficult to six months of a presidential election, particularly in times of crisis. So the government there decided by a ministerial decree of 29 September, to freeze the rates for individuals instant credit report. This price stability followed that decided on July 1.

"The Minister of Energy is preparing a new tariff order to be consistent with the decision of the State Council," responded late Monday afternoon, the firm Eric Besson said in a statement. For their part, competitors (Poweo, Direct Energy, Altergaz, Gaz de Paris) grouped in the association had also applied to the anode highest administrative court, in proceedings for interim relief.

The ongoing negotiations to prevent an outright collapse of the euro area will lead, if successful, the definition of a new European balance. It will then explain to the French. What lies there, in fact, behind the formulas often repeated by Nicolas Sarkozy of "convergence Franco-German" or "greater European integration"? First of all a European circles, the first being composed of 17 members of the euro area. Second, a more integrated Europe, where intergovernmental bargaining outweighs the Community method, the latter being relegated to the role of implementation and technical body.

Before the French, Nicolas Sarkozy will decide maybe not the word federalism, because it means a loss of sovereignty that they do not approve.Polls show they are committed to the euro – are 77% want to keep the single currency, according to the latest BVA poll for BFM / Challenges / Avanquest. But other surveys indicate that about two out of three French are not ready to "more integration". The ridge is close to the head of state for several months defending the prospect of a further step towards more integration.

"Bargaining"

It should engage in this exercise in front of the French education before or after the European Council of December 8 and 9, as a great speech that will trace the contours of France in the Europe of tomorrow. "Europe must rhyme with protection, not with globalization in the eyes of the French," says William Peltier, a member of the UMP, and patron of the Letter of opinion.

A policy that the institution refuses to take on behalf of his economic principles.

"Our credibility implies the success of our monetary policy to anchor inflation expectations in the medium and long term (…) to sustain growth, job creation and financial stability. And we make this contribution in full independence, "insisted Mario Draghi. You must not wait any longer. "

In his statements on Friday, the President of the ECB also said it expects a weakening "in most advanced economies." Specifically, "in the euro area, downside risks to the outlook have increased, and activity weakened moderate the pressure on prices," he added. One way, perhaps, pave the way for a new lower interest rate in December. In early November, the ECB has declined by 25 basis points (or 0.25%) to 1.25%.
